Smart Bylaws Guide– Performance Indicators & Quality of Life Monitoring – Capital Region District
Since 1994, the Capital Regional District's (CRD)
Roundtable on the Environment has worked with a variety of experts,
the public and the regional board to define a set of indicators to
monitor environmental priorities in the region. The initial results
are presented in the Report on the Environment: Monitoring Trends in
the Capital Regional District, the purpose of which is to inform the
public and decision-makers about environmental trends in the CRD.
The reports cover indicators under the headings
of:
- Settlement patterns
- Use of infrastructure and resources
- Land-based habitats
- Wetlands and waterbodies
- Pollutants in the
marine shoreline environment
- Coastal habitat
- Marine life ·
Greenhouse gas emissions
- Stratospheric ozone levels
- Ground
level ozone
- Smoke that affects visibility and human health
- Toxic contamination
- Drinking water quality
For example, transit ridership has remained almost static since
1990, and only 5% of greenspace in the CRD is secured as park or
protected area. The report also makes suggestions for individual
action that can help to ameliorate environmental conditions.
The Roundtable is now working with the Community Social Planning
Council of Greater Victoria to integrate the Council's Quality of
Life reporting with the Report on the Environment. The goal is to
create an integrated set of indicators that accurately reflect the
social, economic and environmental health of the Capital Region.
