Smart Bylaws Guide– Performance Indicators & Quality of Life Monitoring – Resort Municipality of Whistler
After the winter of 2000 when Dr. Karl-Hendrik Robert of Sweden,
founder of The Natural Step, first visited the Resort
Municipality of Whistler, Whistler embarked on a journey toward
adopting The Natural Step framework to guide its planning. The
Natural Step approach uses a backcasting approach, where a
successful and sustainable future is envisioned, and then the
actions to achieve that future are identified. Whistler has
now adopted and is implementing a Natural Step vision and plan known
as Whistler2020, "North America's first comprehensive
sustainability plan to guide all levels of development and
implementation."
In August 2005, a set of 16 strategies were identified for
implementing the Whistler2020 vision, with each managed by a
community task force of 8-15 individuals representing a diverse
expertise and perspective from the community. These task
forces meet on an annual basis to assess progress and prioritize recommended actions for moving forward.
The Whistler2020 monitoring program builds on a monitoring
program and system of annual reporting that had been in place in the
resort municipality since 1993. These annual reports, which gathered statistical
information on a variety of community aspects - social
characteristics and demographics, facilities and infrastructure,
economic performance, pace of development and visitor experience in
Whistler - were used as a key tool for shaping priorities and goals
for the town.
