The Toolkit (originally prepared in 1997 but revised in 2006) is separated into three sections. The
Introduction provides a summary of the basic concepts and issues
involved in implementing community energy planning. Energy
Ideas offers an inventory of community energy planning strategies
grouped by planning scale: regional, community, neighbourhood and
site. Case Studies & Features provide detailed discussions
of specific initiatives, programs or issues related to community
energy planning in British Columbia. Case studies include
Quesnel, Lilloet, Kamloops, Shoal Point (Victoria), BC Energy Aware
Award Winners, as well as a discussion with developers on market
receptivity to high performance buildings and sustainable
communities.
The objectives of the Toolkit are to:
- describe how energy is used in communities, and how its use
affects the community;
- show that designing for energy supports community liveability
objectives;
- describe how energy considerations can be incorporated in
existing community planning processes;
- make clear that community energy planning can play a vital role
in reducing Canada’s greenhouse gas emissions and so help slow
climate change;
- provide some practical advice that will help communities move
toward energy sustainability; and
- outline the roles of local government, developers, utilities and
senior levels of government in making community energy planning
happen in British Columbia.
The Toolkit is an online resource with corresponding folder
packages available from the Community
Energy Association.
