Governance
The
Greater Vancouver Sewerage and Drainage District and member
municipalities approach the management of liquid wastes to protect
the receiving environment using cost-effective approaches. The
purpose of the study, Options
for Municipal Stormwater Management Governance, is to provide
municipalities with a toolbox consisting of a series of regulatory
options for the management of municipal stormwater. The toolbox
includes benefits and costs for different levels and types of
stormwater management regulatory options, along with examples of
each type of bylaw and regulation being discussed (the example
bylaws and regulations are not intended as model bylaws, but rather
to suggest the levels of complexity or simplicity that regulatory
options can have). The functions addressed include basic storm
sewer regulation and protection
of the municipal infrastructure, stormwater quantity and quality
control, control of erosion and sedimentation, operation and
maintenance of stormwater management facilities, protection of
hazardous and sensitive areas, stormwater planning requirements, and
fees for operation and maintenance of drainage systems and funding
of stormwater management programs.
