Smart Bylaws Guide – Compact Complete Communities – Kelowna

To decrease transportation pollution and sprawl, the City of Kelowna’s Official Community Plan is based on the principle of access by proximity. This translates into policies that aim to mix residential, commercial, employment, institutional and recreational opportunities in town centres and neighbourhood village configurations. Through infill and redevelopment, the City’s goal is to increase the percentage of multifamily developments to 50% of all units built by 2013. Sector plans detail how increased densities will be directed to specific areas with suitable infrastructure, and how the transition within a neighbourhood from single family to multifamily will be addressed.

Zoning that helps to achieve these goals includes:

  • Neighbourhood Commercial Zone (C-2) p.3
  • Community Commercial (C-3) p.5
  • Central Business Commercial (C-7) p.15
