Smart Bylaws Guide – Compact Complete Communities – Density Bonus – Salt Spring Island

Appendix 3 to the Island's OCP contains detailed guidelines for the award of density bonuses in exchange for an amenity.  Each land use designation throughout the OCP establishes specific ceilings on the density bonus that will be allowed for that land use.  The density bonus must be in exchange for the eligible amenities outlined in two amenity priority lists.  The amenities include:

LEVEL ONE PRIORITY LIST (Securing a Land Base)

(Note: the amenities within this list are not in order of priority)

  1. land for affordable housing provided to a public body or a service club based on Salt Spring Island
  2. land that is acceptable to the Salt Spring Fire District for the location of a fire station, if provided to the District at no charge and it results in use of the Ganges Firehall site as public parkland
  3. land for community cultural purposes provided to a public body
  4. land for community-owned farmland or land for community agricultural processing or storage facilities provided to the Salt Spring Farmers' Institute
  5. suitable, productive forest land provided to a community organization for the operation of a community owned and managed woodlot
  6. the dedication of public park and recreation lands or of funds to be held in trust for their purchase to the Capital Regional District
  7. the construction of cycle paths on public road rights-of-way or on other public property or easements
  8. the dedication of alignment and construction of the Ganges Alternate Route
  9. the dedication of intact Environmentally Sensitive Areas to a public or private conservation body

LEVEL TWO PRIORITY LIST (Building Infrastructure)

(Note: the amenities within this list are not in order of priority)

  1. construction of community facilities
  2. construction of affordable or special needs housing units
  3. the provision of underground automobile parking in Village Core areas
  4. restoration and designation of heritage property

The Appendix concludes with detailed guidelines and procedures for awarding the amenities.
