Smart Bylaws Guide – Transportation Demand Management –
Kamloops
When
Kamloops decided to decrease projected infrastructure costs over the
next 20 years, it aimed to reduce total vehicle hours travelled by 35
percent over projected growth. By adjusting the distribution of land
use, the City is focusing on infill, redevelopment, mixed-use and
special development areas in its TravelSmart program. It also
undertook a Community Energy Plan to address other energy use and
supply issues such as integrating energy and community planning.
Kamloops staff and council developed and
adopted the most comprehensive transportation demand management
program in the province as part of its growth management scheme to
decrease infrastructure costs. Outlined in its TravelSmart Plan,
the City commits to growth management, transit oriented development,
transportation demand management (TDM) techniques, and
transportation network improvements to alter travel behaviour.
TDM is an important component of the
TravelSmart approach to managing the Kamloops transportation system.
Recognizing the necessity for a change in behaviour, public
awareness and education are considered fundamental. Other specific
priorities of the Kamloops TDM plan, in order of importance, are:

employer-based trip reduction programs
(ridesharing, guaranteed ride home, etc.);

city-wide ridematching;
-
non-motorized transportation;
-
transit; and
-
alternative work arrangements.
