The
Resort
Municipality of Whistler has designated all DPAs, except that of
service commercial, as DPAs for the protection of the natural
environment. Access to the extensive Valley Trail system, protection
of aquatic areas and mature stands of timber, and construction that
preserves natural watercourses may be required as conditions of
development.
For example, the Greenlake Golf Course development in Whistler
was designated as a DPA, a rezoning that required an amendment to
the OCP. The 117 hectare property was developed as a golf course,
park, and residential development. Approximately 25% of the
property, through which the River of Golden Dreams flows, was
designated as park land. The municipality required setbacks from the
riparian areas (River of Golden Dreams, Fitzsimmons Creek and Green
Lake) in the amount of 15 metres from the golf course area, 30
metres from each parcel, and 50 metres from buildings and
structures. Public trails were continued, created and upgraded
throughout the property. Finally, the details of an environmental
monitoring program were specifically outlined in the OCP amendment.
