Smart Bylaws Guide – Assessing the Merits of Development – Kelowna

The Environmental Division of the Department of Works and Utilities will require a environmental information as part of development permit review and approval to fully understand the potential impacts of a development. The developer may be required to engage a qualified consultant, such as a registered biologist, to undertake an inventory, and assessment and mitigation of impacts. This work is conducted according to tailored terms of reference that are based on a City Terms of Reference template, and must be approved by the Environmental Division. Increasingly, landscape bonds are held by the City to ensure that environmental restoration conditions are carried out to completion and remain successful over a two-year period.
