Smart Bylaws Guide – Assessing the Merits of Development – Nanaimo

The environmental coordinator for the City of Nanaimo uses the watercourses development permit area guidelines as the basis for requiring environmental assessments in watercourse development permit area 23 (as designated in Zoning Bylaw 4000) and for rezoning applications. The environmental coordinator reviews the environmental impact assessment and negotiates changes in the application and mitigation measures. For both city projects and for larger developments, a consultant is hired (by the developer for private projects) to draft an environmental impact assessment, monitor construction, and direct mitigation.
