Smart Bylaws Guide – Assessing the Merits of Development – Saanich

The District of Saanich has an Environment and Social Review Process for subdivision and zoning applications. The developer prepares an Initial Overview Form outlining potential impacts of the proposed development relative to the following environmental and social concerns:

  • plant life,
  • animal life,
  • water,
  • soils,
  • geology,
  • light and glare,
  • emergency and hazards,
  • housing,
  • transportation and circulation,
  • public services,
  • utilities,
  • human health,
  • aesthetics, and
  • outdoor recreation.

Staff and Council review the Initial Overview to determine whether or not the potential impacts warrant mitigation. If so, an Environment and Social Impact Assessment is required. The Manager of Planning Services or Approving Officer tailors the terms of reference for the impact assessment using general environmental and social criteria. Selection of the consultant by the developer is subject to the approval of the Planning Department prior to work commencing. The consultant submits a draft report to the Planning Department for comment on the report before it is finalized. The goal is to determine the net impact of the development, after mitigation, for consideration by staff and Council.

The impact assessment process can result in changed development applications, especially near riparian areas. For example, for the Pearkes Arena Expansion, post-construction surface runoff was directed to storm drainage catchments to minimize uncontrolled surface discharge and concentrated flows, and hard surface runoff from the site was filtered through a vegetated settling basin.
