Smart Bylaws Guide – Checklists and Scorecards

A variety of tools exist to help municipalities, citizens and developers to evaluate the effects of new developments and of existing planning practices. Checklists, scorecards and matrixes designed by local governments or non-profit organizations set out comprehensive criteria through which developments can be screened.

These resources can be used in a variety of ways. Municipal staff, planning commissions, and elected officials can tailor the tools to local circumstances and use them as a consistent evaluation mechanism. Citizens can use the scorecards to determine how well a development fits into a neighbourhood, and to compare it to other developments. Developers can use these tools to demonstrate the performance of their project when compared with municipal goals. City of Austin staff use their Smart Growth Matrix to determine whether to provide municipal assistance to new developments. The results from checklists and scorecards are also a useful baseline for discussion among municipal staff, citizens and the development community.

Finally, the checklists and scorecards that are designed to evaluate municipal plans and bylaws can point out whether or not a municipality has the right smart growth strategies in place to create more liveable communities.
