Smart Bylaws Guide – Local Index of Transit Availability

The Local Index of Transit Availability (LITA) is used to measure transit accessibility in different parts of a metropolitan area or municipality. LITA shows where transit service is most and least intense, which allows local government staff and council to respond with appropriate land use and transportation plans. It shifts the emphasis from an analysis of congestion and roadway level of service to an evaluation of how new developments will impact on community liveability and non-automobile travel.
